Die gegenständliche Studie besteht aus zwei Teilen. Der erste Teil beschäftigt sich mit den Auswirkungen der Modularisierung auf die betriebliche und schulische Lehrlingsausbildung. Dabei wird u.a. der Frage nachgegangen, welche der derzeit bestehenden Lehrberufe (Stand: Nov. 2005) modularisiert werden können. Die Frage der Prüfungsgestaltung wird dabei ebenso thematisiert, wie der Zugang zur Berufs-reifeprüfung und deren Absolvierung für Lehrlinge im Rahmen der Ausbildung (research brief 20). Der zweite Studienteil fasst die Ergebnisse einer Befragung zusammen, bei der die im ersten Teil gewonnenen Erkenntnisse mit Experten aus dem Lehrlingsbereich diskutiert wurden (research brief 21).

The current study consists of two parts. The first part deals with the effects modularisation has on the enterprise-based and school-based parts of apprenticeship training. Among others, the question will be examined as to which of the currently existing apprenticeships (as of Nov. 2005) can be modularised. Attention will also be given to the questions of how the apprenticeship examination should be organised and of how the Berufsreifeprüfung can be accessed within the framework of the training (research brief 20). The second part of the study summarises the results of a company survey in which the findings from the first part of the study were discussed with experts involved in apprenticeship training (research brief 21).

Die Berufsschule erfüllt im Rahmen der Lehrlingsausbildung (duale Ausbildung) sowohl ergänzende als auch eigenständige Aufgaben im Interesse der beruflichen und allgemeinen Bildung der Jugendlichen. Hierbei ist sie in ein rechtliches, institutionelles und regionales Gefüge mit den Lehrbetrieben einbezogen: Information und Kontakt sind wesentliche Erfolgsbedingungen. Die Berufsschule ist in das Wirtschaftsgeschehen an ihrem Standort eingebunden. Der direkte Kontakt zu den Lehrbetrieben in der Region ist eine der wesentlichen Vorbedingungen für eine optimale Erfüllung des Bildungsauftrages. Diese normative Bestimmung kann als Ausgangspunkt der vorliegenden empirischen Untersuchung des Verhältnisses von Berufsschulen und Lehrbetrieben in sechs großen Lehrberufen betrachtet werden.

Within the framework of apprenticeship training (the dual IVET system), part-time vocational school fulfils both supplementary and independent tasks in the interest of the young people’s general education and vocational training. In this work, part-time vocational school with the training enterprises forms part of a legal, institutional and regional network: Key prerequisites for success are information and contacts. Part-time vocational schools form an integral part of the economic life of their respective site. Direct contact with the training enterprises in the region is a key prerequisite to ensure they optimally fulfil their educational task. This normative provision may be considered the starting point of the present empirical study of the relationship between part-time vocational schools and training enterprises in six large apprenticeship occupations.

Das ibw erstellte im Auftrag des WIFI Wien eine Studie über den Status Quo der Personalentwicklung in Wiener Unternehmen und die Bereitschaft zum Outsourcing von Personalentwicklungsagenden. Das Ergebnis der Untersuchung zeigt eine große Verbreitung verschiedenster Personalentwicklungsinstrumente, die allerdings (erwartungsgemäß) stark von der Unternehmensgröße abhängig ist. Die Haltung gegenüber Outsourcing kann als ambivalent bezeichnet werden. Optimal erscheint den meisten Unternehmen eine Kombination von internen und externen Inputs im Bereich der Personalentwicklung. Denn neben vielen Vorteilen (z.B. neutraler, nicht betriebsblinder Blick von außen) werden auch verschiedene Nachteile von Outsourcing gesehen. Insbesonders die Optimierung der „Schnittstellenproblematik“ (d.h. die effiziente Gestaltung des zusätzlichen Kommunikationsaufwandes) kann als die zentrale Herausforderung für externe Anbieter von Dienstleistungen im Bereich Personalentwicklung betrachtet werden.

The ibw conducted a study commissioned by the WIFI Vienna to examine the status quo of the personnel development in Viennese businesses and the willingness to outsource personnel development agen-as. The results of the study show a wide-spread use of a large variety of instruments for personnel development that (as was to be expected) depend strongly however on the size of the company. The attitude towards outsourcing can be seen as being ambivalent. For most of the businesses a mixture of internal and external input in the area of personnel development seemed to be the optimal solution. This is because in addition to the many advantages (e.g. neutral, new perspective of an outsider), outsourcing is seen as having various disadvantages as well. In particular the optimization of the “interface difficulties” (i.e. the efficient organization of the additional communication effort) can be viewed as the central challenge for external providers of services in the area of personnel development.

Die Untersuchung thematisiert die Beschäftigung von Absolventen/innen technisch-naturwissenschaftlicher Studien sowie den jährlichen Zustrom an Graduierten einschlägiger Studien von den Universitäten und Fachhochschulen auf den Arbeitsmarkt. Ziel der Untersuchung ist es, Angebot und Nachfrage nach technisch-naturwissenschaftlichen Humanressourcen zu analysieren, um geeignete Anpassungsmaßnahmen ins Auge fassen zu können.
Die Untersuchung basiert auf der schriftlichen Befragung von Personalverantwortlichen in Unternehmen mit einschlägiger Qualifikationsnachfrage (zwischen April und Juni 2006 haben 187 Unternehmen mit zusammen rund 165.000 Mitarbeitern an der Erhebung teilgenommen) sowie auf der intensiven Nutzung von Statistiken über Ausbildung und Beschäftigung in technisch-naturwissenschaftlichen Studien und Berufen in Österreich und im europäischen Vergleich.

This study aims to analyse the employment situation of graduates of university-level in technology and the sciences as well as the annual influx of these graduates from university and Fachhochschule programmes into the labour market. The study also examines supply and demand for human resources specialised in technology and the sciences to identify suitable adjustment measures.
It is based on a written survey among HR managers in companies where related qualifications are in demand (between April and June 2006, a total of 187 enterprises that combined employ a staff of some 165,000 took part in the survey) as well as on exhaustive use of statistical material concerning training in study programmes, and employment in occupations, in technology and the sciences in Austria and in a European comparison.

The present publication on vocational education and training (VET) in Austria was compiled to mark the Austrian Presidency of the EU Council. It is one of a series of short descriptions forming part of the ongoing work of Cedefop on VET systems.
